Report: Human Rights Watch (HRW), a leading global watchdog, has issued a damning report accusing Israel of committing “acts of genocide” in Gaza. The report highlights Israel’s deliberate policies of cutting off water, electricity, and essential supplies, actions that have created a catastrophic humanitarian crisis for over 2.3 million Palestinians trapped in the besieged enclave.
Since October 2023, when Israel launched its devastating military offensive on Gaza, the situation has escalated into what HRW describes as an intentional campaign to destroy the Palestinian population. The 184-page report meticulously documents how Israel has systematically obstructed Palestinians’ access to clean water—a basic necessity for survival—and destroyed critical infrastructure, pushing the population to the brink of annihilation.
Water as a Weapon of War
HRW’s findings reveal that Israeli authorities have cut off the water supply piped into Gaza from Israel, severed electricity needed to operate water pumps, and restricted fuel essential for generators. Additionally, the report details how Israeli forces have blocked United Nations agencies and humanitarian organizations from delivering water-related materials and other life-saving aid.
Satellite imagery analyzed by HRW reveals extensive damage to Gaza’s water and sanitation infrastructure. This includes the “deliberate and systematic” destruction of solar panels powering four of Gaza’s six wastewater treatment plants, as well as the demolition of a key water reservoir. Israeli soldiers were even filmed destroying these facilities, further underscoring the intentionality of these acts.
As a result, the report notes, Palestinians in Gaza are left with access to only a few liters of water per day—far below the United Nations’ minimum survival threshold of 15 liters. Many residents have no access to clean water at all, leading to widespread disease and death, especially among children and the elderly.
Genocide by Design
The HRW report categorically states that these actions amount to “acts of genocide” under the Genocide Convention of 1948. According to the convention, genocide includes acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial, or religious group.
Lama Fakih, HRW’s Middle East Director, emphasized the gravity of the findings:
“What we have found is that the Israeli government is intentionally killing Palestinians in Gaza by denying them the water they need to survive. This policy is not incidental; it is deliberate and calculated.”
The report also cites statements from senior Israeli officials that indicate a desire to eliminate the Palestinian population, further supporting the conclusion that Israel’s actions constitute genocide.
